NOTES
- Cache misses can queue extraction and use the caller's on-demand quota; this is a processing action, not a read-only operation.
- Pending processing is not a completed extraction; follow the returned retry guidance.
- This capability can queue filing extraction or background prefetch and consume the caller's on-demand quota.
